THURSDAY, 11/20/08
An excavator capsized this afternoon near Mile 55 on the Port Allen Route, and is partially blocking the waterway on the east bank. The Coast Guard is putting out a bulletin now, but advises one-way, single-wide only tow passages will be allowed until the equipment is removed. There should be a boat standing by during the night to insure safe passage. |

MONDAY, 11/17/08
A vessel ran aground between the Matagorda Ship Channel and Port O'Connor in the GIWW. The tow was drafting 10 feet, and the tide was extremely low due to the recent norther. Please use extreme caution in the reaches east and west of the Matagorda Ship Channel for possible shoaling. It might be good practice to limit drafts to no more than 9 feet 6 inches for this reach, especially when northers blow out the tide. |

THURSDAY, 11/13/08
Commencing on or about November 20, 2008, and continuing for approximately 90 days, the U.S. government contract dredges Captain Frank and Venture will be dredging an access channel for construction work generally along an alignment across the marsh between mile 15.5 EHL on the GIWW and mile 59 on the MRGO. When dredging commences, Bayou Bienvenue will be completely closed to all navigation traffic from the MRGO seaward, except for authorized construction vessels. This closure is expected to continue until June 2011. The dredges will work 24 hours a day, 7 days a week, and will be monitoring VHF-FM channels 13 and 67. All vessels and equipment involved in the operation are marked with day and night indicators. Mariners are urged to transit at their slowest safe speed to minimize wake and proceed with caution after passing arrangements have been made. WEDNESDAY, 11/12/08
Contractors will be working at the Brazos River Floodgates to repair the east and west floodgates. This work will require closure of the gates during designated periods of work. The repair period, originally planned to end October 31, has been extended to December 21, and runs 7:30 a.m. to 5:00 p.m. Monday through Friday. Mariners should contact the lock master at 979.233.1251 to confirm closure times and minimize delay. Mariners are urged to transit at their slowest safe speed to minimize wake, and proceed with caution after passing arrangements have been made. |

MONDAY, 11/10/08
Commencing on or about 12 November 2008 and continuing for approximately 135 days, a U.S. Government contract floating plant will be conducting construction activities and pile load testing activities in Bayou Bienvenue. The exact location is approximately ¼ mile east of the Mississippi River Gulf Outlet in Bayou Bienvenue, (approx. Latitude 30 degrees 0’11.26” North, Longitude 89 degrees 54’12.24” West). The width of the waterway will be restricted to 80 feet for safe passage around the working plant. Note: a complete closure of the waterway will occur when dredging work commences (approximately 20 November 2008). Temporary barge mooring, dolphins and fixed steel structures should be expected in this construction zone.
The contractor will be working Monday through Saturday, approximately 7:00 a.m. to 6:00 p.m. The floating plant will consist of 2 crane barges (195x35x10 feet and 160x52x12 feet), 2 deck barges (both 195x35x11 feet) and the construction vessels M/V DUTCHMAN or M/V ROY. These attendant vessels can be reached on VHF-FM channels 13, 16 and 67. All construction equipment, support vessels and stationary test structures will be properly marked with day and night indicators.
Mariners are urged to transit at their slowest safe speed to minimize wake in the area of the construction zone and proceed with caution after passing arrangements have been made.

Restrictions at the Galveston Railroad Bridge remain as follows:
1. Tows consisting exclusively of empty barges are limited to 600 feet in length (not including the towing vessel).
2. All tows, empty or loaded, are restricted to a maximum width of 70 feet.
3. Tows made up of loaded and empty barges are unrestricted in length provided that at least half of the barges are loaded.
4. Tows made up of all loaded barges are unrestricted in length.
5. Tows, loaded or empty, are unrestricted in length if operating with a bow steering unit.
6. Westbound tows consisting exclusively of empty barges and including more than one barge must have an assist vessel.
An alternate transit procedure is available to mariners at this location. Restrictions above remain in place. The alternate procedure is optional - not mandatory.
